Matthew was born in Pittsboro, North Carolina, the second son and fourth child of Joseph and Elizabeth Ramsey. He died of pneumonia in 1902. He was twice married, a successful real estate investor, and left behind a wife in Washington, D. C., two sons and one daughter in Brooklyn, New York, a daughter in South Carolina, and a daughter in Peachland, North Carolina, four brothers, and two sisters.

His first wife was Margaret M. Waddell whom he married in Cumberland County, North Carolina in 1853. Her memorial has not been found.
